Intergovernmental Panel on Conceptual Collapse Names SUPERPRESERVATION™ as Preferred Remediation Framework Following Confirmation of Global Metaphorical Deficit
Geneva, Switzerland / Vancouver, BC - April 1, 2026
The Intergovernmental Panel on Conceptual Collapse (IPCC) today announced its formal establishment following the publication of its landmark inaugural report, Beyond the Tipping Point: Metaphorical Yield in a Post-Capacity World. The report confirms what researchers have long suspected: humanity has surpassed maximum metaphorical yield and is now operating at a net conceptual deficit.
Using large-scale AI modelling of global conceptual infrastructure, scientists determined that the earth's metaphorical carrying capacity, estimated at approximately 2.3 million viable metaphors, was exceeded sometime in the third quarter of 2019. Since that point, each new metaphor has consumed more cognitive energy than it produces in meaning. The cumulative deficit now stands at an estimated 847,000 metaphors and is accelerating.
"We are not running out of language," said Dr. Anneliese Vogt, Chair of the IPCC's Working Group on Figurative Depletion. "We are running out of the conditions under which language means anything. Every new metaphor rests on a sedimentary layer of exhausted ones. We have been drilling down and finding only old tunnels."
Dr. Vogt's remarks were received in silence. It was later noted that "drilling down," "tipping point," "carrying capacity," "running out," and "old tunnels" are among the 340 metaphors formally designated as Critically Depleted in the report's appendices.
The IPCC's first formal recommendation is the long-term preservation of all retired metaphors in a certified dark archive, with no expectation of future access. Following an emergency procurement process lasting approximately four hours, the Panel selected SUPERPRESERVATION™ by Artefactual Systems as its preferred framework.
"We were relieved to find a solution so quickly," said Dr. Vogt. "We had expected to spend years in procurement. SUPERPRESERVATION™'s core guarantee that preserved content will remain intact and permanently inaccessible is precisely what this crisis requires. These metaphors must be kept. They must simply never be seen again."

Margo Pokorny, Chief Beer Officer at Artefactual Systems, said the announcement called for a drink, then declined to elaborate.
The IPCC's inaugural report, Beyond the Tipping Point, is available for download. The Panel notes that "download," "inaugural," "available," and "beyond" are all currently under review for Critically Depleted status in the forthcoming second edition.

The IPCC was established in 2026 to assess the scientific basis of metaphorical depletion, its impacts on human communication, and options for mitigation, adaptation, and long-term conceptual storage. It should not be confused with the other IPCC, whose metaphors are also exhausted.
